Constitution of the Rosman Youth Football & Cheerleading League

 

Article I : Name, Location and Purpose

I. The name of this organization will be Rosman Youth Football & Cheerleading League.
II. The location of the principal office of this organization will be in the Town of Rosman, North Carolina.
III. The objective of this organization is to train and educate the youth of Transylvania County in physical education, sportsmanship, teamwork and reliance; to organize Midget, Mite and Termite football/cheerleading teams in which all the youth of Transylvania County may participate. In doing so, they may play each other and play comparable football/cheerleading teams in the surrounding area at any place decided upon by the Executive Board and governing members.


Article II : Membership

I. Qualifications for membership will be as follows:
a. A member must contribute time, effort and/or resources in the advancement of the organization.
b. Members must be 18 years of age or older.
c. You may become a voting member by attending 2 consecutive meetings in a year.
d. Your 3rd consecutive meeting makes you an official member and gives you full voting privileges.
II. Conditions of membership may be altered at anytime as may be provided for in this Constitution or By-laws.
III. No member who has died, resigned or otherwise withdrawn from the organization, will have any interest in or claim upon the property or assets of the organization.


Article III : Officers and Executive Board Members

I. The Executive Board Members will consist of not less than 7 members, constituted as follows:
- President, Vice-President, Secretary, Treasurer, Cheerleading Advisor, Equipment Manager and Concession Manager
II. The term of office for the President will be 2 years, voted on every odd year. The term of office for the Cheerleading Advisor will be 2 years, voted on every even year. The term of office for Vice President, Secretary, Treasurer, Equipment Manager and Concession Manager will be 1 year. All terms of the Executive Board will begin on the first Monday of December and will continue for the period named or until a successor is duly elected and qualified.
III. A vacancy in the office of President will be filled by the Vice President. Vacancies in the offices of Secretary and Treasurer will be filled by majority vote by the existing members of the Executive Board at a regular or specially called meeting of the Executive Board.
IV. The management of all Rosman Youth Football League business and fiscal affairs will be vested in the Executive Board of Directors, who will have complete authority to act for the organization, being restricted in its actions only by the Constitution and By-Laws of the organization.
V. Board meetings may be called at any time or place by the President or the majority of the Executive Board Members.
VI. 4 Members of the Executive Board will constitute a quorum for the transactions of business.
VII. No one person has the authority to approve a check. It must be approved by two or more members of the Executive Board of Directors.
VIII. Officers will be required to attend all meetings.
IX. No more than two family members are allowed to serve at one time on the Rosman Youth Football & Cheerleading Executive Board.
X. If an Executive Board Member or coach resigns during a season in which they have been elected to serve, they are required to wait a period of one year before they may be nominated again for any position.

Article V: Authority For By-Laws and their Scope

I. The management of the organization will be subject to the By-Laws adopted by the organization.
II. The By-Laws will provide the details of operation, the manner of nomination and election of office and committees as may be appointed.
III. All head coaches have full disciplinary authority during practice and games. Spectators and parents shall stay off the practice and playing fields and not interfere with practices or games in any way. Any infraction of this rule will result in one warning upon the first offense and suspension for the remaining football season upon the second offense. Any flagrantly violent conduct by a participant, parent, spectator or coach, which results in physical injury or the imminent threat thereof, shall be considered by the Executive Board to warrant suspension for the remainder of the football season.
IV. The Executive Board has adopted a Zero Tolerance Policy; attached hereto, labeled as Exhibit "A" and incorporated herein by reference. A parent of each player/cheerleader will be required to sign this form before their child may practice, play or cheer. There will be NO exceptions to this policy.
V. Any Officer, Board Member, Executive Board of Directors or Head Coach who miss 3 consecutive meetings, without just cause, will lose their voting privileges and after this, must attend 2 consecutive board meetings to regain voting privileges.
VI. All Officers, Executive Board Members, Coaches, Cheerleading Advisor, parents and spectators will not be permitted on or near the practice and playing fields when consuming alcoholic beverages.
VII. If a question of moral conduct of any Officer, Executive Board Member, Coach or Cheerleading Advisor should arise, the matter will be brought to the attention of the Executive Board for further investigation.
VIII. Any Coach who uses excessive and continuous verbal abuse on any player in a game or practice or who disciplines any player during a game or practice in any way that is harmful to the player is subject to disciplinary actions by the Executive Board, which could result in a warning, game suspension or immediate suspension for the remainder of the football season.
IX. Any parent or Coach that is involved in violent behavior at any practice or game shall be immediately dismissed from attending all games and competitions for the remainder of that season. NO EXCEPTIONS!


Article VI.: Amendments to the Constitution

I. Amendments to the By-Laws and Rules may be submitted at the regular meeting in December, in writing and read at the meeting. A vote on the proposal shall be taken at the next monthly board meeting in January. The Executive Board may call for an emergency vote to amend the By-Laws, if a matter is brought to their attention and determined that the body needs to vote on it.
II. An affirmative vote of two-thirds of all members of the Executive Board present will be necessary to the adoption of any amendment. Amendments, so adopted, will take effect immediately.

 

BY-LAWS FOR THE ROSMAN YOUTH FOOTBALL & CHEERLEADING LEAGUE

I. The League will not be responsible for the players or cheerleaders before and after practice.
II. The League resumes responsibility for its Coaches and players covered under insurance. All acts of unsportsmanlike conduct, whether penalized by the game officials or not, will be reported to the Executive Board for investigation and disciplinary action.
III. A: A parent or Coach who causes an unsportsmanlike penalty to be levied against the club by his or her actions or who approaches a referee before, during or after a game is subject to disciplinary actions by the Executive Board.
B: No parent, Coach, etc. can be making telephone calls without the League Presidents knowledge. No soliciting can be made on behalf of RYF&C without the Presidents knowledge and approval.
C: Any parent or Coach that causes any fines to be levied against this organization by his or her actions will be responsible for paying those fines.
D: If a parent, player or cheerleader feels they have a complaint about any Coach, player or cheerleader, they should notify any Executive Board Member of Rosman Youth Football & Cheerleading League and request a meeting within twenty-four hours of an incident. A meeting must be scheduled within forty-eight hours of an incident and all parties involved, including all Executive Board Members will be present at the meeting.
E: Any parent that does not act in an orderly fashion and follow all By-Laws when they have a complaint; the parent and child will be dismissed from RYF&C for the remainder of the season, at the discretion of the Executive Board.

Section II: Election of Officers & Cheerleading Advisor:

II. Nominations for the Executive Board of Directors are to be held in November and the election is held in December.
II. Any prospective Executive Board Member can be nominated for the positions on the Executive Board.
III. Only active Board Members can nominate a candidate for positions on the Executive Board.
IV. All Executive Board of Directors will be subject to a background check.

Section III: Election of Coaches:

I. People interested in football and cheerleading head coaching positions must be an active or prospective Board Member and have at least one year experience before they will be eligible to run for a head coaching position.
A. Football Head Coaches will be nominated in February and voted on in March of each year and Cheerleading Head Coaches will be the same, nominated on in February and voted on in March of each year.
B. The public votes on each coaching position, if the Coach is proven capable & willing to serve a "term", a term will be specified as 3 years. During the term, the Coach will be exempt from elections.
Exception: If there are 3 or more written complaints from an immediate guardian of a player or cheerleader on the Coaches team in a single season, then the Board reviews the complaints. After review, The Board will vote (majority rules) on if the Coaching position should be open for election.
C. All Assistant Coaches must be approved by the Executive Board of Directors.
D. All Coaches will be subject to a background check, at the Executive Boards discretion.
E. Only an active Board Member can nominate a candidate for a head coaching position.

Section IV: Requirements:

I. Cheerleaders will not start practice and football players will not be issued any equipment or start practice until the League is furnished with a Certified Birth Certificate and a current physical examination.
II. Each player and cheerleader will be required to pay a registration fee, which includes his/her insurance premium, and have a signed statement from parents for permission to play.
III. Each player and cheerleader shall be disciplined by his/her Coach.
IV. Each parent will be responsible for providing transportation to all games and practice sessions.

Section V: Equipment:

I. All equipment shall be signed for by the parents and anything outside of normal wear shall be their responsibility.
II. All equipment shall be turned in whenever the League calls with information on the time and place for turn-ins.
III. The uniforms will be replaced every two years. Parents will be responsible for buying part of the uniform. The League will keep the exact same uniform for at least a two year period. As long as a player has the exact same uniform, the only part of the uniform that will be required each year is the mouthpiece and any item that has extensive wear. Uniforms will be worn only at games and special occasions approved by the League.
IV. Anyone who doesn't turn in all their equipment by sign-ups for the next season will be billed for their equipment and their child will not be able to participate until the bill is paid in full. If the bill is not paid within two weeks from the start of the season, the child will not be allowed to join the team for that season. Also, any money owed to the League from the previous season must be paid in full before a child can tryout for the team.

Section VI: Coaches and Cheerleading Advisors:

I. Advisors and Coaches or their Assistants must be at each practice session.
II. The current years Coaches for all three teams must submit, in writing, by the June meeting, a list of rules and code of conduct to govern their team. This will include a list of disciplinary actions to be taken for each offense. These rules and actions must be approved by the Rosman Youth Football Executive Board of Directors, no later than the July meeting of each year. Upon approval of these rules and regulations, they will be typed and ready to hand out to all participants before they can become a part of the organization for the year.
III. All game plans and positions will be decided on by the coaches. Coaches may change positions of a player at any time the Coach feels he/she is not performing his/her assigned position.
IV. If a Head Coach is removed from the League, gives up his or her position or for any other reason cannot continue as Head Coach, their position will be filled by nominations and a vote taking place at a special meeting called by the Executive Board.
V. In the event of a vacancy of a head coaching position, the Executive Board of Directors can automatically appoint a new Head Coach until a special meeting can be called to elect and fill the vacancy.
VI. Head Coaches must attend the mandatory two-week competition practices.

Section VII: Trophies:

I. All participating children shall receive a trophy or award for general participation in the League. A child may receive one trophy or award.
II. Head coaches will decide by whatever means they desire, as to what is engraved on their teams trophies.
III. A Ron Smith Memorial Award was instituted in 2007 and will be given each year to two graduating Seniors and two under classmen. They represent what Ron Smith stood for in volunteering their time and efforts to Rosman Youth Football & Cheerleading: exemplify selflessness, dedication, respect and compassion for others. The Executive Board will present a ballot of names to the general board and a vote will be taken. There will be four awards given each year if there are individuals that meet the qualifications.
IV. Any football team that places first in the football regular season and any cheerleading squad that places first in the East Division Competition shall receive a sweatshirt that reads: "East Division Champions", as funds are available from RYF&C Association. Any football team that wins the WNC Super Bowl game and any cheerleading squad that wins the WNC Cheerleading Competition will receive a jacket that reads, "WNC Champions", as funds are available from RYF&C Association. A team will not get both a sweatshirt and a jacket, they will only receive one of the two, after all games are finalized and the winners are determined at the end of the season.

Section VIII: Cheerleading/Uniforms:

I. Cheerleading squad numbers will consist of twenty-five cheerleaders per team or more, at the Coach's discretion, plus three mascots. Special needs children shall not be counted in the total number.
II. Parents will buy the cheerleading uniforms each year. The League will keep the exact same uniform for at least a two year period. As long as a girl has the exact uniform, the only part of the uniform that will be required each year are the socks and shoes.
III. Registration fees will be paid for each child. No child will be able to try out or sign up for the current season until all fees are paid in full.
IV. Mascots can be taken at age three, at the Coach's discretion; must be three by August 1 of the season.
V. No competition cheer shall be shown outside of RYF&C practice for any reason. If shown and there is visual proof, then the cheerleader will be dismissed from the squad immediately.

 

Section IX: Cheerleaders and Football Players:

I. Any child who misses two practices in a week, without a doctors note, will not play in the following Saturdays game. If the child misses three games, they shall be removed from the squad or the team for the remaining season.
II. Any child that is suspended from school for disciplinary action could also be suspended from practice for the same amount of time. If the suspension is more than two days, the child could possibly be suspended from the following game. This decision will be at the discretion of the Executive Board and the Head Coach.
III. With approval of the Executive Board, the coaches may dismiss any player/cheerleader from their team/squad due to behavior, conduct and/or attendance at practice and/or games.

Section X: Cheerleader and Football Player All-Star Qualifications:

I. Each Coach will name six players/cheerleaders, ranked in consecutive order and will present them to the RYF&C Executive Board of Directors.
II. Football All-Stars will consist of one offensive players, one defensive players and one lineman, at the Coach's discretion.
III. Cheerleading All-Stars will consist of three cheerleaders, at the Coach's discretion.
IV. Football players and cheerleaders selected each season for All-Stars must be senior players or cheerleaders on the team to be eligible. All-Star players and cheerleaders will not be eligible two consecutive years, only every other year.
